Background :Management of letters in the hospital plays an important role in the administrative process. Letters contain important information that has a major impact on raft house decision-making, to produce good decisions of course it must be balanced with good letter management. In order to get effective, efficient and systematic management of letters, with the current technological developments it is very necessary to manage letters and archives (electronic-based).

The design of this study uses an experimental method with a pre-test and post-test group design for file discovery speed and the waterfall method for system design. The sampling technique used is simple random sampling of 30 samples for incoming letters and 30 samples for outgoing letters and random sampling of 1 sample for the design of the system. The analysis prerequisite test is the Wilcoxon test.

The results showed that the speed of finding mail files manually was still not good at 43% for incoming mail, and 47% for outgoing mail. The speed of finding mail files based on Microsoft Access is good at 100% for incoming and outgoing mail. Meanwhile, from the results of the Wilcoxon test, it was found that there was an effect of implementing a Microsoft Access-based mail information system on the speed of finding letter files at Bhayangkara Wahyu Tutuko Bojonegoro Hospital, with a correlation coefficient value of -4,000 with a significance level of 0,000 (p <0.05), while for the correlation coefficient value of outgoing mail is -4.123 with a significance level of 0.000 (p <0.05).

Seeing the results of this study, the incoming and outgoing mail information system based on Microsoft Access at Bhayangkara Wahyu Tutuko Bojonegoro Hospital, can be used and developed for the future so as to provide convenience in inputting mail data and speeding up the process of recovering the required letter files
